Volkswagen AG says its planned production of as many as 250,000 cars this year could be stalled as the company scrambles to certify models under new emission test methods that take effect on Sept. 1.

VW blames the snag on a shortage of facilities to qualify its cars under the more complex Worldwide Harmonized Light-Duty Vehicles Test Procedure (WLTP). The new system aims to better align laboratory and real-world emission and fuel economy measurements.

Last week CEO Herbert Diess told employees that the changeover would disrupt production by an unspecified volume at VW’s factory in Wolfsburg in August and September. The company said it would stockpile some cars ahead of the switch but also produce only models that meet the WLTP standards.

The company says its VW brand alone has more than 200 models to re-certify under the new rules.
