Japan’s transport ministry says five of the six final assembly plants operated by Nissan Motor Co. falsified government-mandated safety checks on vehicles they produced.

The Ministry of Land, Infrastructure, Transport and Tourism investigators found that Nissan used uncertified technicians, including contract workers, to sign off on the cars. The unqualified inspectors used stamps belonging to certified inspectors to clear the vehicles for sale, according to the ministry.

The agency’s announcement comes as Nissan begins a recall of 1.2 million affected vehicles it sold in Japan over the past 36 months.
