California plans to allow testing on public roads of autonomous vehicles that have no steering wheel, foot pedals or driver on board.

The plan proposed by the state’s Dept. of Motor Vehicles would loosen current laws that require a human pilot and operator controls aboard all vehicles.

The measure also would standardize an existing requirement that developers of autonomous-driving systems report all cases where a test car is involved in a crash or becomes confused and disengages its self-driving mode. California has issued testing licenses to 42 companies to date.

The regulation, which will apply only to vehicles that weigh less than 10,000 lbs, is set to take effect by next June.
