Hans Dieter Poetsch, who as expected was named chairman of Volkswagen Group on Wednesday, says it will take time to determine who was responsible for rigging some of the company's diesel engines to cheat emission tests.

"Nobody is served by speculation or vague preliminary progress reports," he told reporters as he refused to answer any questions.

The company is under intense pressure to identify the culprits, determine how many vehicles it must fix and decide what will be required to comply with varying emission standards around the world.
