German cities may impose local driving bans on older, higher-polluting diesels, the country’s Federal Administrative Court ruled on Tuesday.

Several cities have been poised to restrict the operation of such vehicles during high pollution alerts. Hamburg, for one, says it will move ahead immediately to implement its ban.

But Environment Minister Barbara Hendricks says the federal government still hopes to avert the restrictions by championing other approaches to reduce soot and nitrogen oxide pollution. One option would be to force carmakers to upgrade older diesels with more advanced emission control systems.

Hendricks asserts that manufacturers caused the air pollution problem and declares, “We should not release them from their responsibility.”
