Italy’s transport ministry says its tests of 18 diesel-powered vehicles from multiple manufacturers found none equipped with illegal devices that evade emission rules.

The ministry’s final report, which ignores Volkswagen diesels already known to use such software, says it found “no defeat devices not permitted” by current European Union emission standards.

The convoluted phrasing acknowledges that EU regulations do permit manufacturers to protect the engine by using devices that suspend emission control under certain circumstances.

Critics claim some carmakers have abused that rule by applying it too broadly. As a result, regulators say, cars in real-world driving conditions may emit as much as 17 times the legal amount of pollutants. The European Commission has proposed steps to tighten the standards and more closely police their interpretation.
