The European Commission’s proposal to tighten emission testing and certification in Europe won support of the European Parliament’s internal market committee.
But the measure faces considerable resistance from member states when it goes to a plenary vote in March. EU members are responsible for certifying vehicles produced by their domestic carmakers.
Industry Commissioner Elzbieta Bienkowska has complained that EU members have failed to enforce the EU’s rules. She has prodded several to step up investigations of possible emission cheating, but she declares “We need a new type of approval system.”
The EC’s proposed updates would require independent emission testing and give the EC power to conduct its own reviews of certifications granted by member states.
