California has passed legislation that begins a process that will allow autonomous vehicles to operate in the state in three years.
The law orders California's motor vehicles department to draft regulations for driverless cars no later than Jan. 1, 2015. The resulting rules must specify that such a vehicle is permitted to operate autonomously only if a licensed driver is behind the wheel.
In February Nevada became the first state to permit companies to test autonomous vehicles on public roads. That law requires that a driver and passenger be aboard.
Virtually all major carmakers are working on technologies related to driverless cars, and Google has been fleet-testing autonomous cars in California and Nevada for two years.
