Volkswagen AG has agreed to hold settlement talks with as many as 19 U.S. states over environmental claims associated with diesel-power vehicles the carmaker rigged to evade emission limits. VW says the negotiations will begin no later than Nov. 1.
VW previously agreed to pay $15.3 billion to fix or buy back some 475,000 of the vehicles and pay environmental reparations. But that agreement with regulators did not exclude states from suing VW separately.
The agreement will transfer the state lawsuits to a federal judge for resolution.
