The U.K. is considering a plan that would pay owners of old diesels £1,000-£2,000 ($1,300-$2,500) to replace their vehicles with a lower-emission model, The Times reports.

The London-based newspaper says there are more than 11 million diesel cars on English roads, including 2 million that are more than 12 years old.

Ministers are expected to propose a localized program that targets about 150,000 of the oldest diesels in British cities with the worst air pollution: Birmingham, Derby, Leeds, London and Nottingham. Parliament is expected to debate the issue on Wednesday, The Times says.
