General Motors Co.'s Opel unit said in March it would shutter its assembly plant in Bochum, Germany, next year. Now Opel plans to close its other facilities there, including a distribution center that employs about 400 people, by an unspecified date.

The company initially offered to keep the assembly plant open through 2016 and then find new jobs for 1,200 of the factory's 3,000-plus workers but only if Bochum production workers ratified a new concessionary contract. Opel said the jobs would be created by converting the assembly plant to a logistics center and adding staff at the distribution facility.

When union members overwhelmingly rejected the deal, Opel moved up the plant closing by two years but didn't mention the fate of the distribution center.

Some workers and union leaders have suggested a new round of labor talks at Bochum or a second vote on the contract. But Opel continues to insist that the matter is closed.
