Prosecutors in Luxembourg have begun criminal proceedings against Volkswagen AG for using a so-called defeat device that enabled the company’s diesel vehicles to falsify emission certification tests.
Regulators in the country describe themselves as the “victim of criminal action” by VW to hide the true pollution levels of the affected vehicles. The lawsuit does not identify individuals under suspicion.
Other EU members are likely to file similar complaints against VW. Last month environmental ministries in France and Germany indicated they might broaden their investigations in VW’s diesel cheating.
They are responding to a threat in December by the European Commission to take legal action against as many as seven EU members for failing to act on evidence of VW’s wrongdoing. The EC’s industry and consumer commissioners have urged member nations to impose stiff U.S.-like sanctions on the carmaker.
