Diesel versions of Audi AG’s popular A3 small car emit as much as twice the legal limit of nitrogen oxides allowed by European regulations, according to preliminary tests by the European Commission’s Joint Research Lab.

Results, which were seen by Reuters, also report suspicious differences in NOx emissions between cold and hot engine starts. Audi insists its vehicles meet European regulations.

News about the possible regulatory violation comes as Audi attempts to finalize settlements in the U.S. involving V-6 diesels that violate NOx and carbon dioxide emission limits. At the same time, the EU has begun legal steps to force seven member nations to sanction carmakers—primarily Volkswagen Group, Audi’s parent—that violate European pollution rules.
