China has ordered that 30% of the vehicles purchased by central government agencies by 2016 must be electric, fuel cell or plug-in hybrid models.
The quota from the National Government Offices Administration also requires government and public institutions to install charging facilities and allocate special EV parking spaces.
The order will expand to local government agencies after 2016 and hold local officials responsible if they miss their targets.
The mandate is China's latest effort to accelerate EV sales. The country previously set a goal of putting 500,000 new-energy vehicles on the road by 2015, but only about 70,000 such cars have been sold so far.
