Volkswagen AG has agreed to pay $69 million in the U.S. to settle claims by New Jersey that it violated the state’s consumer and environmental laws when it rigged diesels to evade emission tests.

VW says the settlement resolves one of its last significant U.S. legal issues associated with the 2-year-old cheating scandal. VW has admitted to equipping 11 million diesels worldwide with software designed to shut off emission controls during real-world driving conditions.

In the U.S., VW could pay as much as $25 billion in fines, penalties, restitution, repairs and buyback programs covering 555,000 of the affected vehicles. The cars and crossovers were sold between 2009 and 2015.
