Germany's transport ministry says Volkswagen AG cheated on emission tests covering about 2.8 million vehicles in the country.

The total is almost six times the number of vehicles involved in rigged test results in the U.S. Earlier this week VW estimated it equipped 11 million vehicles worldwide with software switched off certain emission control under normal driving conditions.

The revelation in Germany comes as 27 states in the U.S. launch a joint investigation into VW's diesel test tampering in the American market. The probe will focus on possible deceptive trade practices. The company also faces dozens of consumer fraud lawsuits filed in federal courts.
