President Donald Trump says a congressional impeachment inquiry against him could distract Congress and jeopardize approval of the U.S.-Mexico-Canada Agreement.
USMCA was signed by the three countries last November and ratified by Mexico last June. Neither Canada nor the U.S. has finalized the pact.
Congressional Democrats have delayed a vote on the measure, which would update the 25-year-old North American Free Trade Agreement, demanding adjustments to provisions about labor rights and pay.
Mexico President Andres Manuel Lopez Obrador and Canada Prime Minister Justin Trudeau both are urging Congress to approve USMCA quickly and not allow the process to become an issue in the next presidential election a year from now.
