California aims to put 1.5 million zero-emission vehicles those powered by batteries or hydrogen fuel cells on the road by 2025. This 28-page report, issued in mid-February by Gov. Jerry Brown's office, lays out 120 initiatives at the state level to help achieve that goal.
The plan calls for continued support of ZEV sales through tax breaks, access to special highway lanes and preferential parking spots. It also calls on state agencies to streamline and their rules, standards and permit procedures to make ZEV purchasing and ownership easier.
