Congress appears headed toward approving a spending bill that rejects the White House request to hike funding for the National Highway Traffic Safety Administration, The Detroit News reports.

NHTSA Administrator Mark Rosekind notes the agency has a staff of only nine to review 80,000 consumer complaints per year about possible vehicle safety defects. Without more funding, he tells the News, "We're not going to get the level [of performance] that everyone expects."

The White House had proposed tripling to $31 million the annual budget for NHTSA's Office of Defects Investigation. The News says the agency wants to expand its staff of roughly 100 people by 57, including a mathematician, two statisticians, 16 engineers and four investigators.
