The German government is studying ways to bolster demand for electric vehicles and plans to announce new incentives by year-end, says Chancellor Angela Merkel.

"Germany will have no choice but to offer further support," she told an EV conference this week. Merkel made the same declaration in December.

The country has vowed to put one million EVs on German roads by 2020. But there were only about 24,000 such vehicles in use at the end of 2014, according to government data. Incentives to date have included tax breaks for EV owners and funding for R&D.
