Canada’s top trade negotiators has joined her counterparts from the U.S. and Mexico in a final bid to revise the North American Free Trade Agreement, perhaps by the end of this week.
The Trump administration has indicated it will move ahead with a bilateral deal with Mexico if Canada balks. Canada and Mexico favor a trilateral agreement, but Canada insists it also needs an agreement that is fair for its own citizens.
All three countries share many of the same trade objectives. But observers note that some issues between the U.S. and Canada were not part of the tentative deal struck this week between the U.S. and Mexico.
They point to proposed changes to mechanisms to resolve trade disputes, intellectual property rights and tariffs that shield Canada’s dairy market. All pose formidable challenges to a quick deal.
