EU members have stalled efforts to tighten emission tests and shirked their duties to probe for cheating by carmakers, according to a critical report by the European Parliament.
European governments delayed stricter testing procedures by six years, the report says. It also blames the European Commission for failed to enforce EU rules requiring member states to police a ban on so-called defeat devices, such as the one Volkswagen AG used in 11 million diesel-powered vehicles to evade emission limits.
The report says the worst offenders are France, Hungary, Italy, Slovakia Spain and Romania. The EU sets regionwide emission standards, but enforcement is the responsibility of member nations.
The EC is pushing for more rigorous emission tests that include real-world measurements of emission levels. The commission also wants the authority to step in if necessary to force local enforcement.
