Red tape is slowing India’s plan to put 10,000 electric vehicles into government fleets, so the country hopes to lease some of the backlogged EVs to taxi operators instead.

The plan is being pursued by the power ministry’s Energy Efficiency Services Ltd., an agency assigned to electrify government vehicles. EESL Managing Director Saurabh Kumar tells Bloomberg News he signed a deal a few weeks ago to lease 500 EVs to startup Blu-Smart Mobility.

EESL also has made lease offers to Ola Cabs and Meru Cabs, and Kumar says the agency intends to approach ride-hailing service Uber Technologies.

The Indian government placed its first EV order for 10,000 EVS in September 2017. But only 1,000 of the vehicles, to be supplied over four years by Tata Motors and Mahindra and Mahindra, have gone into government service to date.
