The Trump administration has notified Congress that it intends to launch talks on three independent bilateral trade pacts with the European Union, Japan and the U.K.
The declaration is a formal procedural step that signals that the Office of the U.S. Trade Representative could begin negotiations for each of the agreements in as little as 90 days. The process requires the trade office to publish specific objectives for the talks at least 30 days before negotiations begin.
Trump has repeatedly expressed his desire to shrink or eliminate all U.S. trade deficits. The White House notes that last year the U.S. carried trade deficits on goods and services of $100 billion with the EU, $56 billion with Japan and $16 billion with Britain.
