Officials from federal and California regulatory agencies met on Wednesday but came to no conclusions about how to resolve future exhaust emission rules, Reuters reports.

The two side say they will continue to meet in hopes of averting a legal clash over whether to enforce the tougher standards currently scheduled for 2021-2026 or freeze the rules at the 2020 level.

California has said it intends to require the tougher regulations. The Trump administration endorses a plan to halt further emission reductions after 2020—and to revoke California’s right to set its own rules.

The state promises a legal battle to retain its rulemaking power. Carmakers fear the result will be years of uncertainty and the need to meet two sets of standards: one for California and the dozen states that follow its regulations, and one for the rest of the U.S.
