General Motors Co. has named Melissa Howell as vice president of global human relations, effective immediately. Howell has been a member of the company's HR staff for 23 years.

She succeeds Cynthia Brinkley, a former AT&T Inc. executive who is leaving the company after 19 months in the HR post.

Howell will report to CEO Dan Akerson and serve on GM's Executive Operations Committee. Akerson praised Howell's "no-nonsense counsel" and role as a change agent.

Howell joined GM as an assembly plant labor relations manager and has served in Asia, Europe and North America. She also has worked in HR for corporate staff, engineering, manufacturing, marketing, sales and benefits and compensation.
