Delphi Automotive CEO Rodney O'Neal will testify next week before a Congressional subcommittee about 2.6 million defective ignition switches being recalled by General Motors Co.

Delphi supplied the switches, which have been linked to 13 fatalities. The company contends that GM insisted on the flawed design and declined to implement an improvement Delphi suggested nine years ago.

O'Neal will join GM CEO Mary Barra and GM General Counsel Michael Milliken at the July 17 hearing before a Senate Commerce Committee panel in Washington, D.C.

Also invited to testify are Anton Valukas, the former U.S. Dept. of Justice investigator who produced a scathing report on GM's shortcomings surrounding its 10-year delay in launching the recall, and attorney Kenneth Feinberg, who has developed a compensation program for crash victims.
