Ford Motor Co. has decided to move ahead with plans to build a $2 engine factory in Mexico rather than investing to expand existing operations at its Essex Engine plant in Windsor, Ont., according to Unifor, Canada's largest private-sector union.

Infor says the union and Canada's federal and Ontario government tried for months to coax Ford to consider Essex for the engine program. But Canada's federal industry ministry says Ford's terms failed to satisfy government objectives for long-term job creation and economic benefits.

Ford has declined to confirm plans for the Mexico plant. A report by Toronto's Globe and Mail estimated that installing the new engine project at Essex would create 1,000 jobs.
