China has no safety standards for such vehicles. The single-user electrics are supposed to have top speeds capped at 20 kph (12 mph), but most can travel faster, according to the Beijing Consumers’ Assn.
Authorities are issuing verbal warnings or fines of 10 yuan ($1.50), according to Reuters. The news service says such vehicles aren’t classified as motorized or non-motorized vehicles under Chinese laws.
