Mayor Boris Johnson proposes to create a zone in central London that by 2020 would ban all vehicles from the streets during working hours except those that emit little or no greenhouse gases.
The plan is broader than previous efforts to limit urban circulation of pollution-causing vehicles, according to Johnson. He says the program would improve air quality and stimulate the development and use of ultra-low-emission vehicles.
Johnson has asked the agency that oversees London's transportation network to study the idea.
