Regulators in London have rejected Uber Technologies Inc.’s bid to renew its operating license in the city, citing safety concerns.

Uber has received several extensions since Transport for London (TfL) turned down the ride-hailing firm’s request for a new license in 2017. The latest two-month reprieve will expire tomorrow.

TfL says Uber has made some improvements to its policies and culture but hasn’t gone far enough to protect customers during rides. Alleging “a pattern of failures” that places passengers at risk, TfL remains concerned that similar issues could occur in the future.

Uber is expected to appeal the decision. This would allow the company to continue to operate in London under another extension.

Previous reports estimate Uber uses 45,000 independent drivers in London. TfL has pressed for more rigorous driver background checks, confirming insurance coverage and reporting serious criminal offenses.
