The European Commission is expected late this week to release its annual report detailing fleet average carbon dioxide emissions by Europe’s carmakers.

The report, which will exclude results for Volkswagen Group, may signal fines for manufacturers that fell short of their targets. It also may propose more stringent test methods for determining CO2 emissions from which fuel economy ratings are calculated, according to Bloomberg News.

This year’s CO2 cap for the industry is 130 g/km, declining to 95 g/km by 2021. The industry’s actual average last year was 123.4 g/km.

VW beat its target of 131.2 g/km for 2014. But the EC is withholding an estimate for this year because the company is recalculating CO2 results for some 800,000 vehicles after admitting the original findings were unrealistically low.

An earlier media report said Hyundai Motor Co. and its Kia Motors Corp. affiliate were the only carmakers in Europe to increase their average CO2 emissions this year.
