A federal district judge in Texas has rejected an unprecedented request that General Motors Co. be ordered to tell owners of 2.6 million recalled cars not to drive them until their vehicles' ignition switches are replaced.

The plaintiff, who owns a 2006 Chevrolet Cobalt small car included in the recall, claimed such an order would be the only "fail-safe" way to avoid possible future fatalities until the vehicles are repaired.

The judge ruled that federal regulators rather than federal courts should tell carmakers how to conduct their recalls.
