The government plans to speed up the expansion of its subway system, add more bus lanes, encourage bicycles for short commutes and freeze the taxi fleet size for three years.
Beijing has already restricts new vehicle registrations and only permits the use of private vehicles only on alternating days, based on license plate numbers.
