China reports a second big chemical explosion and fire, this one in Dongying. The blast late Monday night killed at least one person and ignited a fire that was extinguished several hours later, according to the city's social media outlet.

The explosion follows double blasts at a chemical facility in Tianjin on Aug. 12 that killed more than 150 people and prompted a national review of chemical storage practices.

The Dongying facility is owned by Shandong Binyuan Chemical Ltd., The Wall Street Journal reports. It says officials haven't clarified what the facility did but say it attempted a "trial production operation" after being told not to do so. Six people were detained, according to the report.
