The European Commission is preparing a proposal that would index the amount of toll road fees paid by cars, trucks and buses in Europe to how much carbon dioxide the vehicles emit.

Sources tell Reuters the scheme would impose heftier tolls on heavy-duty trucks, which account for about one-third of transport-related CO2 emissions in the European Union, according to the news service. Ultra-efficient vehicles would enjoy lower fees, resulting in no change in overall revenue collected.

ACEA, which represents car and truck manufacturers, supports the proposal. But it says calculations about highway truck emissions should consider the vehicle’s weight, aerodynamic features and tire type to produce a real-world CO2 emission number.

Reuters says the EC plan is expected to be finalized by the end of May. The measure would need approval by the European Parliament and EU member states to take effect.
