The city of Shanghai allocated another 7,400 license plates for private owners in June at an average bid price of 73,900 yuan ($11,900) each, the Shanghai Daily reports.
The newspaper says there were 135,700 bidders, nearly 22,000 more than in May. Fewer than 6% were successful.
The city is limiting new-vehicle plates to 100,000 this year in an effort to control traffic congestion and air pollution.
